On 1 December 2019, new laws to improve swimming pool and spa safety came into effect in Victoria.
It will now be mandatory for owners of land where a swimming pool or spa is located to register their pool or spa with the relevant council.
Pool owners will need to engage a registered building surveyor or building inspector (pool safety) to carry out an inspection and issue the compliance certificate (Form 23).
Pool owners are required to arrange an inspection and lodge the certificate with their local council by the due date.
Pool and Spa Owners will be required to provide a compliance certificate to council every four years.
What you need to do:
Register your pool with your local Council by 1st Nov 2020.
Obtain your council statement on when the pool/spa or barrier was installed. If you are unable the council will make a determination. This will detail when you must provide council with a compliance certificate.
Make a booking with Pool Safe Inspections Victoria to inspect your barrier.
If your barrier is complaint on the day of inspection, Pool Safe will provide you with a compliance certificate which you can submit to council. If the Pool Safe inspector identifies any non-compliant safety concerns during the first inspection, owners will have 60 days to bring their pools into compliance, based on a detailed report provided by Pool Safe.* You will then need to re-book Pool Safe to complete a second inspection in order to receive your compliance certificate.
